The Trinity Uptown Plan limits the access along the river by the three isolation gates because they are limited to 17' of opening in the gate area for boats to pass through.

The Alternate Plan leaves the river open and flowing as an active river and improves the boating access with lock and dam features at the existing dams along its course.
