The Trinity Uptown Plan relies on the use of massive Federal, and City funding along with special tax districts to pay for the improvements.

The Alternate Plan DOES use Federal funds but the size of the project is about a tenth of the Trinity Uptown Plan.  The Alternate Plan focuses on improvement for flood control, access and use of the green space and water recreation, and the Plan trusts the private sector development to provide the economic development as the market indicates.
