The Trinity Uptown Plan requires the re-building of a majority of the existing street and utility systems because they reroute and reconfigure major portions of the land.

The Alternate Plan relies on the existing land ownership, existing street system, and  existing utility systems.  This plan will rely on the normal cost sharing that the City and private developers use today to add to or replace portions of the street and utility systems.
