The Alternate Plan can develop the same re-development responses as the Trinity Uptown Plan.  It can accomplish the same goals and objectives.

And it can do it:

       For about a tenth the cost,

While continuing to use the TRWD lands for flood control and park land uses,

By improving the existing levees where they stand now to address flood control ans aesthetic beautification,

And all the while, respecting private property rights and relying on the private sector to do the redeveloping of the area.
